Yakout Mansour is the key person to watch.  He's recently taken over as the California ISO's CEO and was picked for an important reason -- 30 years experience as a grid executive and his already active role in the movement to develop an RTO in the west.

Mansour has come to Folsom from British Columbia where he was a major player in developing the grid over the last 30 years rising to senior vice president for system operations and asset management for British Columbia Transmission Corp.

As such he's been active in directing the Seams Steering Group -- Western Interconnection, called SSG-WI by its members.

At Developing Markets in the West II Live Interactive Audio Conference a year ago Restructuring Today asked Gov Arnold Schwarzenegger's energy czar Joe Desmond how markets would form.  He cited SSG-WI as the nucleus and Mansour has been working to make that happen as an active member of that group.

What we're telling you is that the person now running the California ISO is a key, experienced player among a group of grid officials that have as their goal unity among three RTOs -- the California ISO, RTO West and WestConnect.

The structural goal is one seamless market, RTO accountability and ultimately "final decision-making authority."
