Why would an openly free-market governor back a plan to take California back to the Middle Ages?
     Neither the governor nor his energy advisor, Joe Desmond, has done that although Dow Jones' early version hints that they have (RT, 8/22).
     The Coalition for California Policy Reform includes AES, Duke, NRG Energy, Mirant, Dynegy and Reliant and later added Southern California Edison and Pacific Gas & Electric.
     The pact gives the generators long contracts in return for selling out competition's future in the Golden State

They're off to a good start.
     Dominion East Ohio asked the PUC to reconsider its earlier decision to treat DEO's proposal to change the way it buys gas for non-shopping customers from the traditional portfolio-based gas cost recovery (GCR) model to a competitive auction.
     But DEO doesn't plan to abandon its POLR responsibilities.

Marketers join coalition to
block nodal grid in Texas

Despite the steamrolling momentum behind the adoption of a nodal market design in ERCOT, one group is working hard to put brakes on the idea.
     The Committee of Concerned Loads is pushing the PUC to take a step back and not hastily OK overhauling ERCOT’s three-year-old zonal system.

New York PSC OKs Central Hudson
plan to boost shopping

New York regulators yesterday OKd a Central Hudson Gas & Electric plan to attract new business and boost the local economies.
     The PSC's decision is a major rebuff of efforts by Energy East companies who opposed the plan.
     The PSC had ordered the state's nine utilities in December to come up with plans equal to or better than Orange & Rockland Utilities' shopping haven.
     O&R's Power Switch encourages customers to buy from a marketer for two months at a discount and has lifted residential shopping to 37% of gas and 33% of power customers.
     Fewer than 1% of customers who signed up for the discounts returned to O&R supply, the PSC said ...

Energy Savings giant heading
for New York market

Energy Savings Income Fund -- the fast-growing marketer whose trademark product is the five-year power or gas contract -- is moving into New York State.
     New York is "so different" from other US markets, Rebecca MacDonald, executive chair, told reporters and analysts yesterday.
     "Regulators there are welcoming marketers with open arms," she added, and working to accelerate migration.
     Sales are to begin this summer in Consolidated Edison and KeySpan territories with other utilities to follow as their enhanced market plans are filed and approved, CEO Brennan Mulcahy said.
     ESIF began investing this winter some of the $3 million to $4 million it takes to set up systems and policies for New York and will build a home-grown sales force as it did in
