Klein
was
appointed
on
June
27,
2001
by
Governor
Rick
Perry
as
a
Commissioner
of
the
Texas
Public
Utility
Commission.
On
May
17,
2002
she
was
appointed
Chairman
of
the
Texas
Public
Utility
Commission
by
Governor
Perry.
Prior
to
her
appointment
as
Commissioner,
Rebecca
was
a
consultant
with
KPMG
Consulting,
heading
the
development
of
the
company's
Office
of
Government
and
Industry
Relations
headquartered
in
the
Washington,
DC
area.
Rebecca
Klein
has
had
a
substantial
career
in
public
service.
From
1999
to
2001,
she
served
as
a
Policy
Director
for
then-Governor
George
W
Bush,
engaging
in
a
variety
of
statewide
issues
and
projects
in
the
areas
of
telecommunications,
energy,
technology
and
banking.
Prior
to
working
for
George
W
Bush
she
worked
at
the
Public
Utility
Commission
of
Texas
between
1997-1999
as
a

Attorney

Development.
Rebecca
moved
to
Texas
in
1997

DC,

to
January
1992,
Rebecca

Bush,

Assistant

the
Director
of
the
US
Trade

she

is
Senior
Vice-President,
South
Region,
of

Marketing
Limited,
the
principal
North
American
subsidiary
of
Centrica
plc,
a
UK
based
company
that
is
the
market
leader

energy,
home
services,
telecommunications,
roadside
assistance
and
financial
services.
Whaley
is
a
member
of
the
Direct
Energy
Executive
Committee
and
is
responsible
for
managing
the
company's
entry
into
gas
and
electric
retail
markets
in

southern
United
States.
He
also
manages
merger
and
acquisition
activities
specific
to
those
markets.
Prior
to
joining
Centrica,
Whaley
was
Vice
President

Coral
Energy,

he
was

contracted
generation;
securing
new
supplies
through
tolling
and
development;
and
creating
joint
venture
marketing
and
development
relationships
with
cooperatives,
municipalities,
and

investor-owned
utilities.
Whaley
also
previously
served
as
Vice
President
of
TXU
Energy
Trading
Company,
where
he
was
responsible
for
the
wholesale
marketing
of
gas,
asset
management
and
structured
finance
activities,
as
well
as
the
management
of
TXU's
Canadian
affiliate.
He
is
also
a
member
on
the
ERCOT
Board
of
Directors.
His
early
career
encompassed
various
senior
management
positions
with
utility
and
gas
pipeline
development
businesses,
focusing
on
mergers
and
acquisitions,
development
activities,
marketing
and
systems.
Whaley
holds
a
Bachelor
of
Business
Administration
Degree
from
the
University
of
Texas
at
Austin,
where
he
graduated
in
1981.
